Plans for repair work to S291 are included in Special Project R86-86, which proposes complete replacement of the deck, beams and pile caps to keep the finger piers in operation. The project also includes repair of the approach ramp, fender system, miscellaneous electrical work, and cathodic protection. On the morning of 7 December 1941, a Japanese midget submarine gained entrance to Pearl Harbor. The U.S.S. Curtiss, located northwest across the Ford Island Channel from S291, sighted the midget submarine, and subsequently fired upon and sank the sub. The submarine sank in the Ford Island Channel nearby S291. The U.S. Naval Base at Pearl Harbor was designated as a National Historic Landmark in 1964. As a Category 3 structure, it has been determined that S291 functioned as part of the Pearl Harbor Naval Base, but is only of minor importance to the historic character of the National Historic Landmark.
